Chapter 4 Office and Employees
(Officers)
Article 12 The Association shall have the following officers:
(1) Director: Not less than 15 nor more than 20 persons (of whom,1 Chairman,5 Managing Directors)
(2) Auditor: I or not more than 2
(Election of officers)
Articles 13 Directors and auditors shall be elected at a General Meeting. The directors shall appoint a Chairman of the Board and Managing Directors from among their members.
(Function of directors)
Articles 14 The Chairman of the Board shall exercise general control over the affairs of the Association. 2 Managing Directors shall perform the following functions:
(1) To assist the Chairman of the Board and in case the Chairman of the Board is unable to act or in case the office of the Chairman of the Board is vacant, to act in place of the Chairman of the Board or perform the latter's function in the order previously named by the Chairman of the Board.
(2)To conduct the day-to-day business in accordance with the resolutions of the Board of  Directors and execute the matters resolved upon at a General Meeting. However, in case there is no time to convene a meeting of the Board of  Directors to dispose of an urgent matter, such matter should be disposed of  in accordance with the resolution of the Board of Managing Directors composed of the Managing Directors, subject to approval being obtained at the next meeting of the Board of Directors.
3.Directors shall perform as the Board of Directors and resolve and execute the matters provided for in these articles, and in addition, matters other than those which belong to the authority of the General Meeting.
(Function of auditors)
Articles 15 Auditors shall conduct the following affairs in connection with the Association's under-takings and property:
(1) To audit the state of the Association's property.
(2) To audit the state of the directors' execution of business.
(3) To report the fact of irregularity, if any is found to exist in connection with the state of property or the execution of business, to the Board of Directors or to the General Meeting or to the Minister of Education and Science.
(4) To call a meeting of the Board of Directors or General Meeting when required for reporting the matters mentioned in the preceding item.
(Officer's term of office)
Articles 16 The term of office of the officers of the Association shall be 2 years and they may be reappointed.
2 The term of office of officers elected to fill vacancies or to increase their number shall be for the unexpired balance of the term of office of their precedecessors or of those who are currently in office.
3 Officers shall continue to perform their functions even after expiration of their term of office, until their successors' assumption of office.
(Removal of officers)
Articles 17 If an officer falls under any of the following items, such officer may be removed from office by resolution of three - fourths or more of the Directors currently in office and three - fourths or more of all the present regular members.
(1) If such officer is found to be unable to perform his duties because of physical and/or mental problems.
(2) If such officer is found to have breached his obligations in the performance of his functions or otherwise done any acts unbecoming to an officer.
(Remuneration of officers)
Articles 18 Officers may be paid remuneration.
2 Remuneration for officers shall be decided by the Chairman of the Board upon resolution of the Board of Directors.
(Honorary Chairman)
Articles 19 The Association may have an Honorary Chairman.
2 An Honorary Chairman shall be a person recommended by the Board of Directors and approved at a General Meeting, and appointed by the Chairman of the Board.
(Counselor)
Articles 20 The Association may have one or more counselors.
2 A counselor shall be a person recommended by the Board of Directors and approved at a General Meeting and appointed by the Chairman of the Board. 3 Counselors shall respond to the inquiries made by the Chairman of the Board on important matters.
(Employees)
Articles 21

To dispose of the administrative affairs of the Association, the Association shall have the necessary staff employees as follows.
(1) One office manager
(2) One or more office staff members
2 The appointment and dismissal of employees, and decision on their salaries shall be the responsibility of the Chairman of the Board.
